  • Section 203, “Federal Purchase Requirements,” defines renewable energy and biomass and sets goals for the Federal government to purchase increasing fractions of its electric energy from renewable sources. More...

  • Executive Order 13423, Strengthening Federal Environmental, Energy, and Transportation Management, January 26, 2007

  • This Executive Order reinforces the legislative goals for use of renewable energy and resources. It establishes new and updated goals, practices, and reporting requirements for environmental, energy, and transportation performance and accountability for Federal agencies.   • Energy Independence and Security Act (EISA 2007, P.L. 110 140)

  • A number of provisions are included in EISA 2007. The act sets new standards for corporate average fuel economy (CAFÉ), renewable fuels standard (RFS), efficiency standards for lighting and appliances, and repealed oil and gas tax incentives. New requirements for Federal building impact ORNL, as do the changes to the process of setting up long-term Energy Savings Performance Contracts (ESPCs).   • DOE’s Transformational Energy Action Management (TEAM) Initiative

  • The DOE TEAM Initiative was undertaken to transform the Department’s energy, environmental, and transportation management. In an effort to make DOE a leader in sustainable energy and environment management, the TEAM Initiative is designed to ensure that DOE meets and exceeds the standards of Executive Order 13423. There are eight major goals defined for the initiative. A summary of ORNL's implementation of the TEAM initiative is found here.

  • DOE Order 430.2B, Departmental Energy, Renewable Energy, and Transportation Management, February 2, 2008

  • DOE Order 430.2B directs implementation of the above Executive Order and other regulations for the DOE energy, buildings, and fleets. The order encourages maximum utilization of private sector, third-part financing, particularly use of ESPCs and Utility Energy Services Contracts (UESC). Each DOE site must develop a plan for meeting these goals.

  • Executive Order 13514, Federal Leadership in Environmental, Energy, and Economic Performance, October 5, 2009

  • This Executive Order requires Federal agencies to set greenhouse gas emission reduction standards and take additional measures to meet energy, water, and waste reduction targets.
