Josh Silverman
DOE Office of Environmental Policy and Assistance, HS-22

Josh Silverman is the Deputy Director of the Office of Environmental Policy and Assistance at the US Department of Energy. His duties include overseeing the Department’s environmental reporting processes, which support the Department’s reporting under EO 13423 and the OMB Environmental Stewardship Scorecard. Dr. Silverman was the primary author of the Department’s guide on High Performance and Sustainable Building, and chairs the Department’s Sustainability Working Group. He joined the Department of Energy in 2000, after completing a dissertation on the evolution of environment, safety, and health practices in nuclear weapons production at Carnegie Mellon University.

Angela Kora
Pacific Northwest National Laboratory

Angela Kora is a research engineer at the Pacific Northwest National Laboratory specializing in sustainable design, energy efficiency, and carbon management. Since joining PNNL, Ms. Kora has supported projects such as assessing whole building performance of green buildings, identifying energy and water conservation opportunities in federal and private facilities, developing carbon inventories, and analyzing domestic and international carbon management projects and policies. Ms. Kora’s prior experience includes leading home weatherization efforts and educating inner city St. Louis residents on energy efficiency. She holds a B.S. in Mechanical Engineering from the University of Arkansas and is a LEED Accredited Professional.

Jane Powers
DOE Office of Environmental Policy and Assistance, HS-22

Ms. Powers is an environmental protection specialist in the Department of Energy’s Office of Environmental Policy and Assistance. She develops policy and guidance, conducts environmental training and technical assistance, and tracks and responds to proposed environmental statutes and regulations. Jane is the Department’s representative to the Interagency Environmental Leadership Workgroup which provides guidance to Federal Agencies on implementing Executive Order 13423. She is the author of DOE Order 450.1A, Environmental Protection Program, which provides direction for how the Department is implementing the executive order.

Melissa Lapsa
Oak Ridge National Laboratory

Melissa Lapsa leads ORNL’s Sustainable Campus Initiative and is Group Leader of the Whole-Building and Community Integration (WBCI) research group for the Energy and Transportation Science Division at ORNL. The WBCI Group is committed to developing partnerships that accelerate the integration of renewable resources, energy-efficient technologies, and advanced energy management into high performance buildings and communities. From 2005-2007, Melissa Lapsa was the ORNL Program Manager for Solar Energy Technologies.  Ms. Lapsa received her M.B.A. from Western Illinois University and her B.A. from St. Mary’s University.

Michael Myers
Lockheed Martin Corporation Energy and Environmental Services

Mr. Myers is the Senior Sustainability Manager for Lockheed Martin Corporation’s Energy and Environmental Services and has over 25 years experience in the areas of energy efficiency, renewable energy, sustainable development and green building. He has served as a U.S. Department of Energy Program Manager for Affordable Housing, Existing Building Energy Research and Community Initiatives. Mr. Myers was also the Manager of Energy Services for the City of Austin where he co-created the nationally acclaimed Austin Green Building Program. He has worked for New York City and the City of San Antonio and recently served as the Technical Committee Chair for the City of San Antonio’s Sustainable Buildings Task Force.
